What is the Operator Compliance Risk Score system?

The Operator Compliance Risk Score (OCRS) system was developed in 2005 and introduced in 2006 by the Vehicle and Operator Services Agency (VOSA) as a way of assigning goods and passenger vehicle operators a rating that allows enforcement officers to identify which vehicles are most likely to
be non-compliant.
